“It is time to consider implementing the simple recommendations made by the extensive process that resulted in the ‘Statement from the Heart’. For the ‘proscribed communities’ (there are about 75 in the NT) it has been a hard ten years with no benefit. 

‘What now?’ The Uluru Statement presents a way forward: treaties or the ritualised ceremony of Makaratta and constitutional reform to recognise First Nations rights.“
